USAC Annual Filing

All Filers Must File the FCC Form 499-A by April 1, 2025. Bitnetix is an annual, de minimus filer. For calendar year 2026, the de minimis threshold is $37,175 for annual end user interstate and international telecommunication revenue

Be aware that all de minimis filers are required to file the 2026 FCC Form 499-A, reporting their 2025 calendar year gross-billed revenues regardless of the amount of revenues incurred.

499-A

  • Go to https://www.usac.org/
  • "Sign in"
  • Username: eric@bitnetix.com (password is in Firefox and KeePass but it is almost certainly expired and needs to be changed each time)
  • Go to 499 forms
  • You can skip the -Q forms; we are not a quarterly filer
  • Open up the 499-A for the current year and open up Quickbooks

499-A Fields

Unless we've changed address or whatever (it's current for the space next to Mark's) then you can skip the "Update Information" and go right to "Enter Revenue Information." It may be helpful to have the previous year's form up as well for a reference as to what the expectation is for various fields, since not much changes from year to year.

Note: It's worthwhile to "save and return to summary" every now and then and then go back to the section you need. This can save a lot of headache if you miss something.

499-A End User Fields

  • Bitnetix is an Interconnected VoIP Provider (also known as "End User")

  • Did you receive any revenues from end-users or carriers that did not contribute to the federal USF for providing telecommunications or interconnected VoIP services? YES

  • Make sure this jibes with the actual revenue, but typically, this is no

  • Did you receive any revenues for providing local services (i.e., local voice, local interconnected VoIP, local private line, payphone, or other local service)? YES

  • Did you receive any revenues for providing local voice service (i.e., traditional fixed local service or local interconnected VoIP service)? YES

  • Unbundled service - Interconnected VoIP only Enter the amount of revenue received for VoIP service to customers

  • Full amount goes in Total Revenues, and 64.9% of that value goes into Interstate Revenues column

  • International Revenue is blank (this is money made from international customers, not money spent by customers to reach international destinations)

  • The rest of this section is typically zero and should be left blank.

499-A Non-Telecommunications Fields

  • Bitnetix is a Non-Telecommunications provider (meaning, all the other stuff we sold that wasn't VoIP)
  • Did you receive revenue for providing non telecommunications services? YES
  • 418.3 - Other (enter all the revenue that wasn't VoIP)
  • Fun fact - this number is surprisingly the same from year to year while the VoIP revenue fluctuates

499-A Uncollectible Revenue or Bad Debt

  • If there is any uncollectable revenue or bad debt, enter it here

499-A Regional Percentages

  • Make sure to enter percentages in the appropriate column (End User, most likely)
  • This is the annoying part. It's easiest to do a QB "Income by Customer Summary" report and do the math
  • Use the "Total Revenues" number from above and only include VoIP revenue from the appropriate customers
  • Typically, the only customers that matter are AudioScience (CA) and BRN (PA)
  • The rest is NY/NH

Continuing

Once you get done with the Regional Percentages, the form will be done but not submitted. The page will close and you need to go back to the main page and "Continue" with the form to review it, if needed.

If the review is good, you can go to the main page and "Review & Certify" for submission. If there are any fields that need to be updated, added, or validated as part of the form logic, it will let you know. For instance, as of this writing, there is now a "billing contact" that was added that needed to be updated, so it would not let me review and submit the form until that was completed.

While reviewing the form prior to submission, I like to have last year's form up in the PDF viewer so I can flip back and forth and make sure that I got all the appropriate fields filled out in this year's form.

Continuing
